Bicalho, José Alexandre

the Brazilian Internet Steering Committee;
Advisor to
the Board of Directors of the National Telecommunications Agency (Anatel)
Mr Bicalho has
served as an advisor to the Board of Directors of the National
Telecommunications Agency (Anatel), the Brazilian telecommunications regulatory
body, since its establishment in 1997. During this tenure at Anatel, he
conducted studies and other research work related to the Internet, such as the
development of regulations on backbone interconnection, Internet dial-up access
and Internet access via cable TV networks. Mr. Bicalho has also worked on the
creation of the Multimedia Communications Service, the telecommunications
convergence service that provides support to the Internet. As the Anatel
representative in the Brazilian Internet Steering Committee, since 2001,
Mr.Bocalho has participated in the consolidation of the. br’s administrative
process by formulating the policies governing domain name registration and IP
distribution addresses. He participated in the structuring of ICANN’s
Governmental Advisory Committee – GAC, in 1999, and has served as Brazil’s
representative and as an advisor to the Brazilian delegation in all meetings
since the 1999 Berlin meeting, having taken part in the preparation of the
principal documents issued by the GAC, including “Principles for the
Delegation and Management of Country Code Top Level Domains.”
