Mr. Sakamaki is currently Director of Computer
Communications Division at the Ministry of Internal Affairs and Communications,
Government of Japan. He directs
planning and implementation of Internet and IP infrastructure policy as well as
enforcing ISP related measures. He
also leads R & D projects on IPv6, security, and IP network development. For
over twenty years of government service, he has been engaged in communications,
IT and postal policy fields. Previously, he has held the post of: Private
Secretary to the Minister of Post and Telecommunications at the time of policy
decision for telecommunications industry reorganization and broadcasting digital
conversion; Director of Information and Communications Policy Division; Director
of Mobile Satellite Communications Division; Director of International Project
Promotion Office, etc. His diplomatic assignments include three years in
Washington, D.C. from 1999, where he was Counsellor for Economic Affairs at the
Embassy of Japan and represented in the issues of telecommunications,
broadcasting, IT and the trade negotiations. He received a master’s degree in
public administration in 1986 from the John F. Kennedy School of Government at
Harvard University.
