Michael Yakushev was born the 2 of May 1967. In 1989 has graduated in International Law with Honours from the Moscow State Institute of Foreign Relations (MGIMO). He was appointed to the Ministry Ministry of Foreign Affairs of the USSR (Russian Federation) from 1989 to 1992, and worked as high officer and director of legal units in several commercial firms from 1992 to 1997. From 1997 to 2002 he was Head of the Legal Department of telecommunication company Equant/Global One. In 2003 and 2004 he worked as representative of Microsoft for the relations with public organizations, and was responsible for the legal aspects of Microsoft’s activities in the Russian Federation and other CIS countries. In September 2004 he was appointed to the position of Director of the Legal Department of the Ministry for Information Technologies and Communications of the Russian Federation.

Mr. Yakushev takes active part in several social and scientific activities, and participated in various scientific and professional conferences and professional associations related with the telecommunications and the Internet in Russia and abroad (Russian Association for Networks and Services, Russian Union of Internet Providers, Russian Internet Academy). He is author of a number of articles in Russian professional magazines (1997-2004) (‘InformKurierSviaz’ – monthly Internet Law review, ‘Zakonodatelstvo’, ‘Informatsionnoe Obschestvo’, ‘Internet’), and has issued a book “Internet and Glasnost” (2000, in Russian). He is also the scientific editor of the translation in Russian of the Telecommunications regulation bulletin (World Bank edition, 2003). He authored a number of federal and regional (Moscow) legal acts on information, mass media, and Internet (concept of the development of the Russian Internet legislation 1999/2000; Concept of the development of legislation in the use of information technologies in the social-economic sphere – 2003; bill on the changes to the Federal Law “on the Participation in the International Information Exchange” – 1998/1999 and others). He was the official representative of the Russian Federation in DOT-Force (2000-2001), established by G8 after Okinawa. He is responsible for the organization and the realization of the normative and legal activities in the sphere of information technologies and communications of the Ministry for Information Technologies and Communications of the Russian Federation.
